Op drie tot en met zes september 2006 was in Engeland (York) het zestiende Internationale ISPCAN congres over de aanpak van mishandeling en verwaarlozing van kinderen.
De Nederlander Prof. Jaap Doek, voorzitter van het VN Comité voor de Rechten van het Kind hield 'the Kempe lecture' bij de opening van het Congres met als titel "Professionals' Responsibility to protect Children's rights supported by the CRC". Na afloop kreeg hij de Kempe plaquette van verdiensten overhandigd door de ISPCAN voorzitter Dr Barbara Bonner.

Een van de talrijke sessies was het ECPAT International symposium. Theo Noten, directeur van ECPAT Nederland hield een lezing over de vraagfactor in de commerciële seksuele exploitatie van kinderen, met als invalshoek verder kijken dan individuele pathologie. Slechts een klein percentage van de mensen die kinderen seksueel exploiteren kan worden bestempeld als pedofiel. Daarom heeft ECPAT International in samenwerking met vier non-gouvernementele organisaties (NGO's) in vier steden in Peru een onderzoek uitgevoerd om de factoren te onderzoeken die mensen aanzetten tot het seksueel exploiteren van kinderen. Het inzichtelijk maken van onder andere sociale, economische, historische en culturele factoren is belangrijk om seksuele exploitatie van kinderen tegen te gaan. In het onderzoek zijn per stad circa 80 mensen geïnterviewd: 30 mannelijke prostitutieklanten, 10 tussenpersonen, 20 personen die betrokken zijn bij het onderwerp (onder andere overheid en docenten) en 20 mensen uit het gewone publiek. Tevens is nationale literatuur bestudeerd. Mythen zoals de seksuele kwaliteiten van sommige bevolkingsgroepen of de onbeheersbare seksuele behoeftes van mannen, houden seksuele exploitatie van kinderen in stand.
